This seems to be the arms of the junior members of Arpad family (as can be seen on coins) who held the title of Duke of Slavonia/Croatia
and also earliest heraldic representation of Croatia from which the three lions later developed during Angevin dynasty
Tinctures are derived from the arms in Vermandois armorial considered to represent this same arms,
along with logical deduction based on Arpad arms with lions and also later arms of Croatia with three lion heads
